Throughout its nearly 50-year history, ARC has provided unbiased actuarial consulting to a variety of clients. ARC actuaries are uniquely positioned at the intersection of the actuarial field and public health program development and implementation. ARC employs subject area experts and is up-to-date regarding trends and challenges facing the health care sector. The services provided by ARC include modeling, rate setting, rate review and consulting.
Health Insurance Financing
ARC has long provided expert analysis in the realm of health insurance policy and reform. Whether modeling innovative public insurance proposals for government agencies, policy advocacy groups, or other research institutions, ARC brings to bear its decades of experience in the field. Throughout our history, we have supported Medicare Fee for Service, Medicare Advantage, Medicare Part D, the Affordable Care Act, Medicaid, Medicaid Managed Care, Rural Health, and Risk Adjustment.
ARC actuaries were instrumental in the development of the Medicare Advantage program, lending critical support to the CMS Office of the Actuary. ARC staff continue to include Medicare Advantage and Part D experts. ARC works closely with OACT and CMMI on Health Plan Initiatives (HPI), especially the design and evolution of the Value-Based Insurance Design (VBID) and the Part D Seniors Saving (PDSS) Models. ARC performs annual reviews of the actuarial submissions for participating plans.
ARC also has Medicaid expertise and has worked with several states and the Medicaid-Medicare Coordination Office (MCO) on alignment initiatives.
Health Care Payment Models
ARC has been closely involved in the introduction and evolution of alternative provider payment demonstrations and models. ARC was at the forefront of determining potential cost savings impacts for early pre- Affordable Care Act initiatives related to disease management, shared savings, and bundled episodic payments and has continued to support payment models for primary and specialty care, accountable care organizations (ACOs) and many other Federal and state models. ARC brings a unique capability set from the ability to research policy, iterate with policymakers on design and research analysis, and ultimately provide actuarial opinions on expected model impacts. Health Care Utilization, Outcomes, and Care Improvement
We use Medicare and Medicaid administrative data to aid in projects directed at improving patient care and patient health and at reducing medical expenditures. Using our knowledge of data systems, data mining, and analytical review, we are able to design, inform, and review a variety of initiatives.
Health Care Reform and Innovation
ARC has been a trusted partner of federal, state, and non-governmental organizations developing, implementing, and evaluating significant health reform initiatives. ARC has developed a special focus on efforts to innovate public Long Term Care initiatives.
Employer Sponsored Benefits
ARC are experts in the analysis of employer sponsored benefits, including both pension and welfare benefits. The firm performs various analyses of coverage levels, participation, and actuarial values using a variety of publicly available datasets.
